(6) The payment of any funds under the provisions of
this Act for the purpose set forth in Section 1(3) above is
further contingent on the approval of this project by a
referendum of the legally qualified voters of Baltimore
County at the general election to be held in November of
1980. The Baltimore County Council and the Board of
Supervisors of Election of Baltimore County shall do those
things necessary and proper to provide for and hold the
referendum here required. The ballot for this referendum
shall be so arranged that the voters may specifically vote
"FOR" or "AGAINST" the Oregon Ridge Center; and other
projects or issues of any sort whatever may not be included
as a package or combination for voting purposes.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1. 1980.
