settled by argument and debate. It required a revolution to determine them
once and for all.

A bill was introduced in the Lower House by Thomas Johnson on December
7, 1765, entitled: "An act to enable the Proprietors of inspected Tobacco to
remove the same from the Inspecting-Houses to other Warehouses, convenient
for the landing thereof on board Vessels for Exportation". No legislative
action, however, was taken on this bill by the house, except it was ordered that
it be referred for consideration at the next session of the Assembly, and Jonas
Green was ordered to print it with the Votes and Proceedings of the November-
December, 1765, session (pp. 213-214). The bill as it was printed by Green is
reproduced in the Appendix (pp. 457-463). The lists of acts passed at the
two subsequent sessions of the Assembly held in 1766, do not show that an act
with this title was passed.
